I only know what is in the Press Release, Gill, but would expect legislative changes to come through for the start of the new Program Year - ie from 1st July 2006.
Amendments of this type (ie focussing on English language competency, and dealing with the "employability" of those coming out of the student visa program) have been muted in the press and within the migration agent profession for a while now, so they aren't too unexpected.

we're about to resubmit to Vic for STNI but if that fails our backup plan is SIR to SA. We're beginning to think it might be worth holding back on the SIR application in case these changes mean we wouldn't require the $100k bond.
Will be watching this one closely.
