Changes to business visa 2002/3?

Changes to business visa 2002/3?
I'm just composing a letter to dimia with regard to our citizenship application. We came on a business skill PR visa before they changed them sometime in 2002/3. The old visa, which we have, does not have the strict conditions attached that the new one does. Dimia appear to be applying the condition of the new visa to us. So, my question, does anyone know when the date changed for applications. There was a long thread on it at the time but searching only brings up threads from the last 2 years.

If you can remember who started it or who participated on it you may be able to find it by searching posts by the persons username.
