Default Can my brother learn to drive here?

My brother (aged 21) is coming to live with us for a year on a working holiday visa (up to 12mths). My question is whether or not he will be allowed to learn to drive here in Queensland? He holds a provisional UK licence. Have been on the qld transport website - the only information for eligibility is that you provide documention to prove your status (ie Department of Immigration and Citizenship travel document (valid up to five years), for example, resident visa. Its not exactly very clear!

Have you emailed, TRANSPORT ppl and asked them?

No haven't emailed them but will do, hope he can otherwise I'm gonna be one tired taxi service!
