"But the report showed the home-building hub was destined to move to Whittlesea where 15,000 homes or $2.7 billion worth of planned subdivisions were expected to translate into a flurry of building activity in its suburbs which included South Morang, Mernda, Doreen and Yan Yean.
PRDnationwide GM Tim Storey said affordability and access to the city fuelled the area's popularity.
The report found subdivisions made up 75% of all residential projects planned for Melbourne's outer areas. Overall, there were 47,000 subdivisional lots worth more than $5.1 billion and 62,000 homes worth more than $7.28 billion in planning for outer Melbourne.
Frankston had the lion's share of home building, but its more upmarket neighbour, the Mornington Peninsula development was worth about $790 million. This accounted for almost half the value of new homes planned across Melbourne's suburbs.
Mr Storey said Mornington Peninsula developments were more exclusive. There's a lot of infrastructure going in behind the subdivisions. They are creating whole communities with parks and canals and golf courses. The more infrastructure you put into it the more valuable it is.
The report also found that Mornington Peninsula was the number one region for retirement and special needs accommodation projects, with $134.5 million of work on the drawing board.
The top 10 residential projects planned for the outer suburbs are:
1 Aurora Estate - $18 billion subdivision of 8,500 lots in Wollert
2 Eynesbury Development in Melton South, $1 billion subdivision of 2,000 lots
3 Mernda Residential Community - $800 million subdivision of 2,000 lots in Mernda
4 Martha Cove - $600 million residential development of 640 homes at Safety Beach
5 Tarneit Gardens - $729 million subdivision of 1,135 lots at Tarneit
6 Wyndham Waters Estate - $200 million subdivision of 1,077 lots at Truganina
7 Caroline Springs Town Centre - $155 million residential development at Caroline Springs
8 Sandhurst Golf Estate - $144 million residential development of 2,050 homes at Skye
9 Botanic Ridge Golf Development - $100 million subdivision of 520 lots at Cranbourne
10 National Golf Lodge - $70 million residential development of 54 homes at Cape Schanck."
