Default Buying new vs old property Victoria

Greetings everyone

I have a question, hoping someone out there may know the answer

My parents are wanting to visit me in Australia 6 months every year. They are looking to buy a property and rent it out when they are not there.

Questions:

1. Can they obtain an extended tourist visa for 6 months each time they visit? Are there restrictions on how many tourist visas one can obtain?

2. Does anyone know if they have to buy new property if they are on a tourist visa?

3. If on a retirement visa, do they have to buy only new property?
