Default Buying in Auckland on a work visa

My pal has just made the jump to NZ last week, on a work visa. His intention was to buy a house straight away (or as soon as poss), but the bank told him he can't buy until he has PR.

Is this correct?

We bought a house with a mortgage on a work visa our bank knew and didn't have a problem with it.

Not true - anyone can buy NZ RE. Within restrictions but most houses would be fine.
