Default Which authorities do you need to inform in the UK that you are emmigrating?

I've already emmigrated from the UK before (I moved from the UK to the Netherlands some 20 years ago) but I can't remember informing anyone formally that I was emmigrating. It didm't seem to affect anything for me when I came back some years ago.

Apart from commecial interests (bank accounts, pensions schemes and the like), are there any formal or governmental institutions that you must inform about your departure from the UK?

Also, how long do you have to be away before coming back and being refused access to NHS care?
