UNIVERSITY deans have said an unprecedented brain drain out of Australia is linked to high student debt.

The Council of Australian Postgraduate Associations (CAPA) report claimed the number of Australian-born people emigrating from Australia doubled between 1995 and 2000 to reach a record high level.

Australian Council of Deans of Education secretary Terry Lovat said the age and destination Australians emigrating abroad shows many were leaving for employment reasons.

The figures were compiled by the Australian Bureau of Statistics and include emigrants of all backgrounds, not just post-graduates.

"These data confirm that we are struggling to keep our graduates," Professor Lovat said in a statement.



"We already knew that Australian salaries have plummeted in the last 20 years relative to American salaries, and that staff losses in mathematics were around 25 per cent between 1995 and 2000.

"We now have further evidence that student debt is a key factor in graduates leaving the country."

Prof Lovat said it was ironical the brain drain was only being offset by the influx of New Zealand graduates fleeing even higher levels of student debt.

The CAPA report said that in 1999, about 25 per cent of all graduating veterinarians in New Zealand moved overseas, as did at least 350 junior doctors.

This exodus was the direct result of the introduction of high student fees and market interest rates.

"The council reaffirms its belief in increased public investment, and more initiatives to attract industry investment in education," Professor Lovat said.

"HECS repayments could be made more progressive but the repayment threshold must be raised and market interest rates must be rejected."
