N.B Another reminder that 'medical advice' from the internet should not be taken as gospel.
When our son was in NZ [2002] The GP he saw explained quite clearly to my parents that rather than lump patients together under the general bracket of asthmatics it was policy they actually try to find out the trigger.
I don't think the weather has anything to do with it, more a case of researching the cause instead of merely treating the symptoms.
Of course the wet cold weather could lead to the NZ GP's spending more time inside studying
