anyone from cuba applying for a spouse visa?

My husband is from Cuba and is applying for a spouse visa 2054 (class UF Partner provisional, subclass 309 y class BC Partner migrant, subclass 100).

His application was lodged at DIMIA-SANTIAGO on 31 of January, 2002 (more than 37 weeks ago).

On 22nd of March we were inform that in a couple of months an Australian functionary was going to travel to Cuba to interview him but up till now we have not been notified about that.

Chile now advised me that they are transferring some files to Washington for them to conduct the interviews that are required in Cuba and that Washington will contact us as soon as they have arranged the dates for the trip so that I can advise my husband.

Is this new arrangement going to speed up or delay the process of his application?

We are also concerned because his Health checks were done on the 14th of December, 2001 and soon it will be a year since then.

Can anyone please tell me how can I contact someone from the visa office in Washington regarding my husband's spouse visa application? Because they use recorded message.

Thank you
