We used to have a policy for this when we lived in NSW via a private health insurer, I understand that this is covered in a utility bill in Queensland, is this correct and how soon are you covered?

All QLD residents are covered, as soon as you become resident. (It is covered by the charge made on all electric bills in QLD)
