what is a RPL assessment? Does everyone apply under IT have to submit their information to ACS before applying or is it included in the application?

You're strongly advised to check out the ACS Guidelines, including the RPL guidelines from the ACS website: http://www.acs.org.au/

Rona -

RPL recognition of prior learning documentation has to support your application if you do not have a recognised IT qualification . Therefore your skills assessment looks into what you have done previously that is relevant to the skill area that you are applying under. For example if you've been in IT for 5 years or over doing a 'skilled' job and can support this with training couses and/or evidence from existing or previous employers you should be OK.

The key to provision of any information is that it is relevant to the skillset you are applying under.

The ACS had to ask us for further information a couple of times as what we supplied, although comprehensive was not really relevant.

You can save yourself a lot of work and time if you follow the ACS guidelines from their website. At the time we applied for our skills assessments this information was not available, but is now and is certainly worthwhile investgating.
