Ha, not sure it is designed for those able to pay cash outright!!
As I understand it though it is available for any individual or couple buying their first house in Australia, regardless of whether they may have owned property elsewhere. It's just enough to pay towards taxes & solicitors etc really.
It is not means tested, so as I understand it you can claim it rich or poor.
Do you know if it is available for PRs as well as citizens? Or if there are rules about how long you must have held a visa/ been in australia before you can claim?

If building - you submit the claim once the first stage payment has been made to the builder.

Sorry, I don't mean to contradict but it depends on your financial circumstance, i.e. whther you can pay outright or are paying a mortgage. When building if you are able to pay outright, you can only submit the first home buyer's grant application once the final inspection certificate has been issued at the end of the build. I think when you have a mortgage, that you are able to submit the claim once the first stage payment has been made.

I suppose different states may have different rules?
