Ha, not sure it is designed for those able to pay cash outright!!
As I understand it though it is available for any individual or couple buying their first house in Australia, regardless of whether they may have owned property elsewhere. It's just enough to pay towards taxes & solicitors etc really.
It is not means tested, so as I understand it you can claim it rich or poor.

Do you know if it is available for PRs as well as citizens? Or if there are rules about how long you must have held a visa/ been in australia before you can claim?

Yes - but you must meet the other guidelines ie having PR, the property being for your own residential purposes, and the first property either you or partner have bought.

Yes you can. We too are mortgage free and we got our grant a few days ago. As long as either your or your spouse is a PR or Australian citizen and intend to live in the property within 12 months of purchase, then yes you will get it.

And as long as neither of you has owned property in Australia before.

If building - you submit the claim once the first stage payment has been made to the builder.

Sorry, I don't mean to contradict but it depends on your financial circumstance, i.e. whther you can pay outright or are paying a mortgage. When building if you are able to pay outright, you can only submit the first home buyer's grant application once the final inspection certificate has been issued at the end of the build. I think when you have a mortgage, that you are able to submit the claim once the first stage payment has been made.

I'm going by my application. We're paying outright, have submitted our claim for the grant and have received a letter telling us to send in the receipt for the first stage payment - after which the grant will be paid.

I suppose different states may have different rules?
