Default 461 visa holder, exempt from medicare levy?

Does anyone know if 461 visa holders are exempt from paying medicare levy? Since 461 visa holders are not eligible for medicare and thus need private insurance, it seems strange to have to pay something which one can't access/not eligible for.

461 are eligible for medicare unless they come from a country which has no reciprocal agreement with Australia. I came on a 461 from the UK and had the same access to medicare as anyone else.

If you do come from an ineligible country, you might be able to get a statement from medicare stating you are not entitled to it, and your accountant might be able to get an exemption on this basis.
