Yes. It is. I was working there 2 years ago, the company i work for was renting a 4 bedroom house as an office (no office space could be found anywhere). The cost - US$34000 (yes 34 thousand!!!) a month. The main hotel, i forget its name, down on the Arenal is booked out for months in advance. Its utterly ludicrous. I recall it being described as the most expensive city on Earth..its Angola for Gawds sake, bonkers.
