It would appear that CIMA members must also have a degree (which I don't have) whereas other accountants do not have to have one. Why is that and does anyone know of a way around this requirement?

The information on the USQ website appears to be incomplete (and partially incorrect).

Read the information at source: http://www.icaa.org.au

Once you have your ICAA skill assessment, this should be acceptable to USQ. If it's not, you could look at other courses, the ICAA will send you a complete list.

Thanks for that. I already have my skills assessment and visa so will check out ICAA.

USQ should also accept a CPAA or NIA skill assessment. Unless you plan to do the CA Program there would be no need to get re-assessed by ICAA. And if you do want a re-assessment, the cost is only A$50 if it's not for migration purposes.
