- A Labour Market Opinion (LMO) is an authorization that a Canadian employer has to obtain from Service Canada if he/she wants to offer a job to a foreigner.
- The employer has to demonstrate that he/she has recruited across Canada and has been unable to attract a qualified Canadian resident to the position.
- In most cases, the employer has to advertise the job across Canada for three months.
- In the case of an occupation that is listed as an Occupation under Pressure in a given province, the required advertising time is reduced to seven business days.
- In the case of the occupations that are eligible for an Expedited Labour Market Opinion, no advertising is required.
- Once the prospective employer has obtained an LMO, the prospective employee can apply for a temporary work permit (TWP).
- In most instances the application for an LMO and the application for a TWP can be submitted together. This is called Concurrent Processing.
