If its UAE your after then etisalat usually points you to Elisalat and that's a good start for any openings in UAE (usually Abu Dhabi or sometimes if you are lucky in Dubai) and also they are recruiting there for Etihad Etisalat the new operation in Saudi. As far as Cisco is concerned you can usually get work if you are certified CCNA, CCNP and such and even try your luck at their offices in Dubai Internet City as well.
