Question Malta retirement and helath care

We are considering Malta for retirement next year and trying to decide between the Maltese Retirement Program (MRP), and being an 'ordinary resident' subject to normal tax rules. Financially there's not a big difference, and by the time we arrange private medical insurance (a requirement of the MRP scheme) it could be that being an ordinary resident is better. But what about the quality of health care as an ordinary resident of Malta? (we are EU residents, so can use the transferable health care rights from our 'home country', we believe). Can anyone comment on this please - any information or guidance much appreciated!
