shipping belongings to UK
So, my son moved back to Scotland last January and I send off 5 small boxes with stuff he had left behind and now wanted. Apparently it didn't clear UK customs due to VAT as he hasn't applied to transfer residence even though he has been working there for the last 6 months. Anyone else have this issue?

hi,
As of 1/1/2017 every shipment of household goods coming into the UK requires a reference number under ToR which should be applied for prior to arrival to ensure there are no additional charges if goods are held whilst the application is made.

Well, he got his belongings after a bit of hassle. He had to provide information for the TOR form and the number came through this morning. He was told it was too late and they would to have apply the VAT to the shipment but when it was delivered, no payment was required which was a relief as it was about £600, although maybe they will bill later. Reading the regulations though, it appears you have to make the payment before you take delivery, so we will see. Having looked at the form required, no more international shipping for me. Its a nightmare!
