Indeed, someone over at VJ said last weekend that it was mentioned several times at the Natz ceremony that the Natz Cert could not be used for travel.

Several people have posted on the immigration boards about this very issue and made considerable pains to *go get their US passport* before traveling.. it's not rocket surgery!
You have notice of the oath ceremony. You know when your travel is going to be. So what if it is hundreds of miles to the PP Authority office? One guy flew from Arizona to San Francisco so he could keep his scheduled trip.
I'm glad your daughter's thing worked out, and her situation was special.

Perhaps he could try online check in? Putting USA as country of residence in the APIS info might get him past the ESTA hurdle and let him print a boarding pass.
Then he just needs to get past the ID checker (which his UK passport ought to do) so that he can make his case to CBP.

I figure, he has to walk, drive fly to the border, look at it as a line, dive in the water in Canada, swim out a few yards, swim back in on the USA side.

Lamination is a must, though I think illegal, its illegal to laminate SS Card Or divers dry bag.
I hope he comes, back on & tells us he succeeded. At least we can answer the age old question, though would not try it myself, unless in an emergency.
