Yes - Medicaid is complicated (this is the US, so how could it be any other way?) by the fact that, while it is jointly funded by the Feds and the states, each state administers its own Medicaid program and each state has its own eligibility requirements.

Medicaid programs can be accessed in spite of the 5 year immigration issue. The program is known as emergency Medicaid. This program is open to immigrants who have experienced a medical emergency and who meet the requirements for Medicaid eligibility except for their immigration status.

When I worked in the acute care hospital setting, many, many immigrants used this program. In fact, the medical center encouraged participation. It was often the only way we were paid for services provided. Here is the info for NJ:
