Draft age boy leaving Russia

My fiancee(K-1) is scheduled to come to the US soon with her 19 y.o. boy(K-2 visa). I am
worried whether Russian control at the airport will allow him to leave when they see his
age and being subject to military duty. Is it likely he will be stopped from leaving? If
he would be detained, is there any other way for him to leave the country-possibly through
another former Soviet country, or Norway or Finland?

If for some reason he was told he could not leave maybe he can enter Latvia, that country
requires no visa for entry. Once he has a visa to enter the states it doesn't matter what
countries he stopped in on his way here.

Can a draft age boy get an International Passport in Russia ? Does it mean anything about
permission to travel when they handout one of these passports ?
