Default Delays in trucks for containers

Just spoke with my agent to schedule a container to the UK and he informed me that due to the new electronic log books fitted to trucks from January 1st 2018 there is now roughly a two week wait to arrange a truck as drivers can work less.
He also said people now have containers cleared in the docks and are paying demurrage while waiting for a truck.
If anyone is planning a move book early.
