I guess this must be regional or industry specific. I've been here 10 years now, have never had less than 20 days, and have never actually met anyone who only gets 10 days off. I've also never really seen evidence of this idea that actually taking your PTO is frowned upon and people are scared to do it.

Maybe it is regional as I have seen many jobs where initial vacation time is only two weeks/10 days, and in no job did I have in the USA even when I had three or four weeks vacation time was it expected someone in a responsible position actually take all that vacation at the same time. But U would guess on West Coast vacation time much more generous, or people who work for government.
