I can answer it. Go early. Always show personal discipline when dealing with INS.

My last visit to the Seattle INS was a year ago so things may have changed, but at
the time it was just one queue outside; if you have an appointment then you can go to
the head of the queue, show your letter, and the guards will let you in -
unfortunately this then prompts other people in the queue who don't have appointments
to rush to the head of the queue, chaos ensures and when things calm down not
everyone is back in their previous positions.
