I still can't believe that some of those who applied in 2005 received their benefits ahead of those who did so in 2002 under the "Pilot Program" umbrella...that was the most unfair initiative.

True, but in our and a number of other cases, we are not talking about weeks. We are talking about 2 or 3 YEARS.

Why would you assume that delays are due to "problems" with some applications. There is plenty of evidence on this board suggesting otherwise.

I really doubt that what you are saying applies when one applies in 2002, and is still pending in 2005 when those who applied in 2005 already have their GC....
Now of course we have to define what you mean by "held up for some reason" most of the, the applicant does not have any control over "those reasons"
