I recommend the marriage route first then still have your 2019 wedding, otherwise if you wait....
Can some others clarify for OP if partner could change from B co-hab visa to L2 while in USA and length of time that takes?
Or will partner have to leave USA after wedding, go to US Embassy and apply for L2( to be able to work in US)
One thing also to mention, once partner is on L2 and arrived back in USA a work permit can still take 90 days

I agree, been there, done that, and got the tee shirt.
General comment - as to lawful permanent status, marriage must predate the status. I point this out because I've seen people confuse the two rules. I guess it ain't as obvious as one might think.
