H1B to F1B visa...plz..help with the question

Default H1B to F1B visa...plz..help with the question

Hi,
I did my undergraduate studies here in USA under F1 visa. After
graduation, I have been working for 2 years under H1B visa. Now I have
decided to go back to university full-time and get my masters degree.
Once I get my admission into the university, how will i change from my
H1B to F1. Do I have to go back to my home country for the switch, or
can I do that here itself with the help of the university.
What all papers are required to change the visa, is hiring a lawyer an
easy way out, since I dont want the people over at the unversity's
international admission department to make any mistakes.

Assuming you are eligible to change your status from H1B to F1, then you can
file an application with the help of the International Student Office at
your University (speak with them first), a lawyer, or on your own. Shouldn't
be too difficult if your paperwork is in order and if you are not a citizen
of certain scrutinized countries.

What are srutinized nations? Is there a list?

Don't US embassies discourage H1b holders to get F1 visas on suspicion of immigration frauds and the doctrine of preconceived intent??
