There is a consulting company by the name Of New generation consultants (www.newgenusa.com) which allegedly gives salary of 1000$ on bench and also charges fees from its employees for Green Card Processing.why does INS not Investigate such companies?

The bench salary is a negotiated contract between employer and it's employees.
However, I agree that it should not be an illegal one.
About GC processing, it is quite common for both employer and employee to share the
lawyer expenses which is perfectly legal.
