Expired passport, valid I-551

My relative lives in New Jersey and she holds a Malaysian passport. Her passport has
expired but she has a valid I-551 visa stamped on it. If she comes to visit me in
Canada, will she be able to re-enter the United States without renewing her passport?
(note: her passport has expired but her I-551 visa is valid). Does she need to apply for
a return permit?

I believe she will not have trouble entering Canada with her I-551 visa. Is the
I-551 considered a temporary green card? And will her expired passport serve as a
form of photo ID?
