Since you have Italian citizenship, I suspect they can process the visa in Italy.

My office mate is adjusting from an H-visa to permanent residence. He received an EAD card in March after applying in December. He needed it because the H-visa status ran out in May. His concern is that he will now need an interview. I was wondering if the EAD card means that they have passed the requirement for an interview.

No. The EAD is adjudicated separately from the application for AOS. Getting the EAD does not mean the AOS is approved.

If his AOS doesn't get through the system quickly enough, then yes - he will have an interview on or after October 1.

To update this thread - USCIS said today that they will be scheduling interviews for all EB I-485 cases filed after March 6th 2017.

Anybody with an I-485 filed before then will go through the old process of adjudication at the service centers and interview waived at the officer's discretion.
