It's a grey area. The 9/11 attackers all came in on visas and would have been stopped had their full plans and intentions been understood.

Not knowing any better, I once entered on the VWP to visit one of my employer's offices. The reason for my visit might have been construed as "work", which is not permissible, or "meetings" which is permissible. My interaction with the immigration officer when I arrived was minimal.

As already stated...it’s a grey area. At the end of the day our opinions or your arguments/questions don’t count...the Imm. officer has made his decision. As I see it your options are:

Try ESTA...whether you try now is up to you.

Wait ‘x’ number of months and try ESTA.

Consult with an immigration attorney.

Edit: As already stated you cannot use the ESTA approval you received some months ago because you have since received a visa denial.

Yes, the E Visa Unit have mostly been replaced too, with much stricter results.

It certainly seems that way. My ESTA was still in date when I had my IR-1 interview and was granted my immigrant visa. In fact, it remained in date until this summer, many months after I had entered with my IR-1 visa and was in possession of my physical green card. I even had a reminder email that I need to go online and re-apply if I have any travel plans that include the US in the near future. So the application for a visa does not cancel an ESTA, even when the person is no longer eligible for the VWP.

Thats a bit obvious. Why do you think they ask people to re apply if their answers change.

It's not obvious. People have to re-apply if their circumstances change because the database that holds the information on applicants would never know if someone had been arrested or something else that causes them to be admissible. Or if someone had changed name or gender. Or acquired another citizenship.

I was merely pointing out that the two systems are not connected, which seems rather odd. You'd think a country that can put men on the moon would have the technology to match up two computer systems so that a denied visa application would automatically cancel an ongoing ESTA approval. To receive an email reminder to re-apply because your two years is up despite being now in possession of a green card did make me think that there is a lot of left hand not knowing what the right hand is doing.

This is true for both the US and UK governments across all their departments. It's not exclusive to USCIS/CBP.
