could F-2 status start a business in U.S
hello forks:
I need your precious advice.
can a foreigner on F-2 visa status ( foreign student's spouse) state a
small business in U.S, such as a retail shop?
if F-2 not allowed to do so, what kind of status should the person
change to, if it is possible? could this be a base to apply for P.R?
or is there any web resources i can go to?

You would need an investor's visa to start a business. Check out the INS
website.

i checked the INS web and read the articles about investor visa.
i find out that the requirement in terms of investment amount is at
least 500,000 $, which is too much. only a few people got this
capacity.
to your knowledge, if a F-2 people just want to open a small business,
such as a retailer store, is there any other status other than
investor status? and what if the person does not think of applying for
P.R at all, just want to start a small business legally?

You can check into E-1 or E-2; see http://www.americanlaw.com/e1e2.html,
http://www.usvisanews.com./memo1676.html. These statuses cannot provide the
basis for permanent resident status, but they are extendable virtually
indefinitely. They require far less capital investment.
