There is a difference between (il)legal acts and enforcement. Just like you, I have heard tons of people doing volunteer work in the USA on a VWP. Purely anecdotal - as a rule - CBP does not seem to have refusing volunteers entry high on their priority list. However, this does not make your volunteer work legal. Having a USC boyfriend may raise a (small) red flag, leading into follow-up questions or secondary screening. The deeper they dig into your story, the more likely they will hit the point where they label your volunteer work as 'illegal'.
You would be surprised how many established organizations send people to the US without a proper visa. When I was 20 years old, I interned at a big law firm (!) that sent fellow interns to a US office for a month on the VWP.
