Default "Write to rerpresentative" at house.gov snag -- Help!

To write to the Congressman/woman/person using http://www.house.gov/writerep/ one
needs 5 digit zip code + a 4 digit add on when the zip code is 19153 and the address
is "8500 Lindbergh Blvd, Philadelphia, PA 19153" The USPS weblink errors when
requested for the zip code addition. I am trying to send the following letter to the
Representative where I lived for 2 years and left behind my car & all of my
possessions at the storage aka Shurgard on Lindbergh Blvd. Basically I cannot do
anything without the USINS sending my plastic card ASAP. Anyway here is the letter.

To Honorable Congressperson Representing 8500 Lindbergh Blvd Philadelphia, PA 19153
July 26, 2001

Honorable Congressperson:

After 12 years of academics and H1B visa in the USA, I applied for EB-1 using my
personal finances in February of '98 and received approval in August, 1998. Between
April, 1999 and June, 2001 I was employed at United Support Systems in Aston, PA
(www.ustwo.com) as a Software Engineer upon presenting in EAD.

On 7/14/2000 the INS processing center in Philadelphia issued a stamp on my passport
that read:

"A77377852 Processed fir I-551 Temporary Evidence of Lawful Admission for Permanent
Residence Valid Until 7/13/01”

I had to leave USA on 6/25/2001 due to a family emergency. Upon attending the
emergency, I visited the Kolkata (Calcutta, India) US consulate on 7/5/2001, or eight
days before the expiration of the visa, to renew the visa. The consulate refused to
renew the visa. So I decided to return to the USA. However, soon I fell sick and I
failed to catch the flight to the USA on 7/10/2001. After I finally recovered on
7/16/2001, three days after the visa expiration, I visited the Kolkata consulate
after talking to the New Delhi Embassy US INS for a “Resident Rentry
Visa”. The consulate presented me three forms (i) a form of affidavit of
support (ii) medical check up and
(iii) bio data. The consulate said I should get an affidavit of support, obtain a
clean chit of health from consulate approved physicians in Kolkata and fill out
a biodata form. When I contacted my employer at ustwo.com, they indicated that
I was terminated as a software engineer and my job was filled up.

After posting in the internet, I found that most people received their greencard
within a year of receiving the I551 stamp on the passport. But none were sent to
myself and my wife.

So your kind intervention is requested to render justice to myself and my wife in
obtaining the long awaited green cards from the USINS.

Sincerely yours, Dakshinamurthy S. Gandikota, Ph.D.
C/O Dr. G. SUBRAHMANYAM, House#12A, 23, Belvedere Road, Alipore, Calcutta-700 027.

You should get in touch with the local office, not the Washington, D.C. office.

By the way, you should be able to get a letter from the consulate which will allow
you to board the plane and to enter the U.S. There may be a problem with your
actual Permanent Resident Card, and you may have to be physically present in the
U.S., available to give a fingerprint and signature, in order to have INS produce
another one.

Thank you Sylvia. I could email my petitition. I wouldn't have guessed the URL for
zipcodes. It would have been nice if the congressional website listed the
representatives or allowed one to submit the letter regardless.

I suggest that you fax a letter to the ***local office*** of the congressperson. You
should probably make a phone call (to the local office) first, and ask to speak with
the staff member in charge of INS inquiries. Tell him or her that you would like the
help of the Congressperson, and you will send a letter, and describe your situation
very briefly.

For the Congressperson to help you with certain matters, you must fill out and sign a
Privacy Release Form so that inquiries can be made on your behalf. Ask the staff
member to fax you a copy of the privacy release form, sign it and fax it back to the
Congressperson. There may be a downloadable privacy release form on the website.

I wouldn't have guessed

As I said in the past "just get on a plane and come home" The officer will have to
admit you at the airport because you are a LPR even if your stamp is expired. I
admitted a lady who never received her card from 12 years ago. It was the first time
she departed the U.S. and the computer showed that the card was returned by the post
office. Her mother never called INS with her new address so the service was waiting
to be contacted. This happens all the time.
