This problem just keeps getting worse. Will there ever be a fix?

U.S. state unfunded pension liabilities hit $1.3 trillion in fiscal 2016, a $56 billion or 4.5 percent increase over the previous fiscal year, Moody’s Investors Service reported on Wednesday.

I'm sure many individuals have under funded / under performing pensions, but it is tough cookies for those people.

I see that NC has unfunded liabilities of 23% of total pension costs.

Unfortunately (for all other states), that puts NC at the head of the class, for "best" performance"!

Does NC have any smart plans on how to address the deficit apart from trying to increase taxation?

"Increase taxation"! Where do you think NC is? In the PNW?

I suspect that the hope is that economic growth will exceed growth of the state payrolls, leading to increased tax income without increasing tax rates. And the way the state is growing, there's a good chance that growth will take care of a substantial chunk of the problem.
