Some countries do make a play for retireees, Costa Rica comes to mind.

They have enough of their own retirees to worry about.
Plus the fact that there is little/no health care provision for people who don't have employer-provided health care or millions in the bank.

Apart from investing in a business, or B visa, what are you planning on doing for medical insurance? It'll not be cheap...
