Yes, the BBC!

To use it stateside you need a VPN (virtual private network) to the UK.
If your usage is less than one hour per day then the anonymox.net VPN is free. Otherwise it costs money to subscribe. Try to use it much more than about 70 minutes free and you get put in the naughty corner for a couple of days (or until you subscribe and pay up).

Oh, by the way, the Linux version works better than the Windows version if you have a choice. It sucks up less computer power.
