I got round that by putting it into a credit card sized clear plastic folder I had in my junk box, left over from when i visited a company who issued a Visitors badge but never asked for it back.
whilst not actually laminated it is protected when removed from my wallet

Oh right, they were not very helpful then, seems no one knows what is going on really, dont know what it is like in this area of Torrevieja, I cant get an answer from the foreigners office so will have to go and see them and if I find out anything I will let you know

a friend has just posted on a local fb group that our local office just rang her this morning to cancel her appointment for today

they'll be in touch when they know how to deal with the new rules............

Surely you had one before? You've been in Spain for sometime I seem to recall (or maybe I'm mistaken).

Can't you simply take the old one and explain the problem - or perhaps take your NIE instead (if you have a separate paper).

Yes I have got the old which is what I produced at the Police Station. I also showed it at the phone shop but because it has expired they said it wasn´t sufficient nor was my passport. I can live without the phone if I have too but our car is on its last legs and may need replacing. I just cannot see why my original NIE wouldn´t be sufficient perhaps with a utility bill.

this doesn't make sense, the NIE number is "for life" and since when did someone worry about a piece of paper being out of date.
