Has any body read this about Urbanisations?

It seem that the EU want to stop so called aid if it does not take action about new builds.
However this is the third time the Eu parliament has voted on this and still no action, plus it is good to note that the Spanish political parties chose either to abstain or to vote against the report. So it seems they are say F you guys!

developers to acquire private land below market , and these developers are gone bust , Wont long sorting that out , when EU funding stops coming to spain but with loacl town halls and Council getting back handers ... will it ever stop ,
