Yep you can. Whether they reply to you is another matter entirely 
If you just click on someone's name. So click on bakedbean for example. You will get a drop down menu appear. One of the options is Send A Private Message.
Some folks will also have the Email option available. You will see that on the drop down menu. If you click on that one, a box will appear for you to fill up. That then gets sent to the poster's email address. The poster in question will also be able to see your email address, by doing this.
If you're not sure about someone, best to use the PM system. You can always exchange email addresses or phone numbers at a later time.
