Mystery solved, see attached. As predicted, a technical amendment. There are amendments to the Act which are being proclaimed, and regs to go with them. Mainly about managing the migration status of people arriving on ships.

The Visa Bureau link is just repackaged news from the Minister. The Google groups forum is just like this forum, in fact until about 2005 that forum used to feed this forum and those punters have just the same information base as any other punters.
However anyone guessing that there will be changes to the various state sponsorship lists in the next month is onto a sure thing, I think the only lists immune from short-term change are NSW (because it's so short) and the ACT (because it's already so well structured) at the moment.

1. first class travel will be provided for all those traveling to activate their visa.
2. all new residents are to be given $100,000 to help them settle in.
3. all non modl/csl, 176 family sponsored applicants take priority and will get their visa's within 3 months.

Every prospective migrant is trying to second guess what's going to happen between now and our visa grants (assuming we get that far ). I visit all the fora to try and get the broadest possible range of opinion/information.
It seems to me that in this era of uncertainty and changing legislation that we are better hedging our bets and applying as soon as we're able to. I submitted my application only last weekend mostly because I had a sudden feeling of dread that after all that I've done to get to this stage I was at risk of missing the boat at the last hurdle.
