August tends to be sweaty
November tends to be dark and gloomy
Its rarely foggy :-)
Try April/May, not to cold/hot/ not too wet.

London is on the drier side of England, so rain isnt that much of a
problem if you have a coat. Measurable rain falls on about 1 day in 3
at most.

As a Londoner in Jakarta....
I do find that London drizzle going on for days non-stop (as it did a couple
of times in Jan/Feb on my last trip there) does stop me doing things... I
love walking around London - a bit of rain is OK, but after a few hours I
give up.
(and its true, a Jakarta storm puts down as much H2O in 15 min. as a whole
day or more of London drizzle, and usually it is soon gone - being warmer
doesnt hurt either!)

Having experienced rainy times and pleasant days in both cities, I'd say
it's a toss-up; the climates of London and Seattle are more alike than
they are different, but Seattle legendarily-rainy reputation is a bit
overdone, especially this past fall and winter, thanks to El Nino
once again.
