The onshore visa looks perfect for them although entering looks fraught with possible pitfalls.
The babies father aside, is there no way my daughter could properly take her baby with her in that time frame of having to return by July and bub not expected until end of May? Not that dad will be left aside, but I was just wondering.

No they wouldn't "need" tourist visas in the short term. In the short term, most people would wait for their visa to be granted. Going to auatralia to wait fir a visa is not proper use of the tourist visa, they might well get away with it, but it is not strictly above board.
