Under 489 Visa it says

This visa allows you and your dependants to:
study in a specified regional area of Australia

1) Want to know whether, they consider the visa holder as a "Local Student" or "foreign Student"?

2) Every university websites states "You must be a Australian Citizen on Permanent Resident to eligible for Australian Government Scholarships"
If answer to above question is "Local Student", is it eligible to apply for Australian Government Scholarships under 489 Visa?

Is the 489 a PR visa? If not, then no, your dependants will not be able to apply for Australian government scholarships.

You will likely be classed as a foreign student on a TR visa as well. Only PR and citizens (AFAIK) are classed as domestic for fees.

Agreed. You will have to pay international school fees and not qualify for any government scholarships.
