Note that Gov't will remain open until September 30th. FY 2012 budget is not in place. Back in 1995, there were TWO shutdowns and the second was for three weeks.
BTW, a lot of the crap in the statute is there because of the "Illegal Immigration and Immigrant Responsibility Act" of 1996. IIRAIRA started as a list of draconian restrictions which disappeared after introduction. In fact, the bill ended up being "split" with the criminal provisions being enacted by the April 1996 "AEDPA" legislation. Well, the remainder surfaced on the LAST DAY of the Congress as a rider to the FY 1997 budget. With the election coming up, Clinton was not going to shut down the government again, so we a sure veto was avoided.
We are paying the price today.
