Please can someone advised me the best type of visa for my late sister daughter.I am Australia citizen looking at the best way to help my late sister daughter, does she qualify for the Remaining Relative Visa (Offshore) (Subclass 115) .
My late sister husband is irresponsible and our parent have custody of the girl.

If your parents have custody (legally) where do they live? Are they in Australia or have a visa to live in Australia?

You could adopt her or get custody yourself then apply for a child visa. Not going to be quick though. She will not be last remaining relative as her father is in uk.
