Somehow, I think that unless one has any idea of the circumstances that reduced someone to begging on the street, blind or not, it is probably better to avoid treating them as playthings.

South African nationals who are blind get a pension. All others are illegals and normally quite well off from the begging game, or like our friend down the road, selling drugs and begging is the front.
