What would be the consequence of an unpaid utility bill on a previous j1 visa when you re enter on the vwp?
Just hypothetical, maybe not even 50 bucks.

Personally I've never bothered paying my hypothetical bills.

On the assumption that you're not joking, there would be no consequences. If it was me though, I'd avoid using that specific utility company again.

So you're coming over for a holiday and you're worried about an upaid utility bil from a previous stay? The only repurcussions you'd need to be concerned about are the effects on a credit history report. You won't get sent to jail for an unpaid bill.

and you won't be approved for utilities with a new utility company if you once again plan on residing in the US.

No, what I said is that a new utility company will not touch him and Abodepion is correct; they will want a hefty security deposit which they will keep for a year.
